Earning The A-Hole Merit Badge

After being flipped off by a driver he was allegedly tailgating this Officer with the Palm Bay Florida Police Department (who BTW, proudly displays his asshole merit badge in his police cruiser) conducts what any would consider to be a retaliatory traffic stop. Is this an example of a text book abuse of authority? Is this why there is a growing majority of the public that hate the police?
