Man sues Troy police over arrest for tooting car horn

 A Troy man is suing the city and its police department, claiming that he was arrested after beeping his horn at an officer while waiting at a traffic light. 

Matthew Edwards has filed a federal lawsuit in U.S. District Court on the grounds that his civil rights were violated.
