Cops Run-Over and Kill a 17-year-old (and also a 21-year-old)

 

There's something wrong in Kent County, Michigan that two cops, within weeks of each other, just happen to mistakenly run over two different people. I'm willing to bet it has something to do with the leadership, training and the lack of local prosecutorial fortitude. What do you think caused this statistical anomaly?
